Position Purpose: The purpose of this role is to lead Colleges’ financial strategy and planning

process, lead and guide a team of finance business partners and ensure
provision of high-quality, comprehensive accounting services to College
PVCs and their leadership teams.

About this area The Finance Business Partner Team is responsible for providing
comprehensive accounting and finance support to the designated
business units. The main responsibilities of a Senior Finance Business
Partner include leading RL financial strategy and planning,
undertaking/overseeing RLs budgeting, forecasting, management
reporting and variance analysis, key financial and non-financial KPIs
monitoring/reporting, cost-benefit analysis, financial data modelling and
other related duties. These services will be provided in line with agreed
service level agreements.

Leadership / People • Manage and develop team member capability to enable high

Financial and Management Accounting Services
Planning, Budgeting


and Forecasting

  • Provide financial and management accounting advice for the
Colleges and schools/departments. This includes support for
budget development, analysis of variances and recommendations to
“manage” variances as required.
  • Review and ensure accurate financial accounting for the designated
Reporting Lines in line with PBE IPSAS and the University’s accounting
policies and practices.
  • Lead responses to external and internal requests to extract and
interpret financial and non-financial data.
  • Lead provision financial planning and budgeting support to the
research projects/research centres within designated area of
responsibility, both in pre and post funding approval stages


Budgeting & Forecasting

  • Lead the annual enrolment forecasting process for the designated
Colleges
  • Lead the revenue and expense budgeting/forecasting work, including

phasing over 12 months, for the designated Reporting Lines within
the required deadlines.

  • Review the budgets and forecast with the budget centre managers/
Heads of School, summarise key results and report back to the
Colleges leadership team (PVC/Exec group/College Executive
Manager) as well as leadership within Financial Services team.
  • Uplift financial literacy and budget management skills across the
budget centre managers and other staff involved in financial activities
within designated Reporting Lines.


Management Reporting

  • Review of month end results and lead the work on investigating
variances against budgets and forecasts.
  • Prepare monthly management reports for the PVCs and College
Senior Leadership teams.
  • Provide reporting and commentary to the Financial Services team for
inclusion in the Senior Leadership Team and Council reporting, in line
with required formats and deadlines.
  • Provide meaningful financial reporting on external research projects to
assist monitoring the progress.

Financial Modelling • Lead the work in providing financial input into Colleges’ Strategic
and Advice Plans.

  • To lead the work on understanding financial and non-financial data
linkages, undertaking data modelling (e.g. students, staff, space etc.)
as required by the RL leadership teams.
  • Provides financial / commercial support and advice for proposals
around changes to existing and new offerings, including strategic
partnerships.
  • Provide financial / commercial support and advice for the
development of business cases.

Qualifications and Experience

Qualifications: • A tertiary qualification in accounting and/or finance is essential for
this position.

  • Membership of a recognised accounting body or an appropriate
Masters degree is essential.

Experience: • At least five-year's experience working in management and /or
financial accounting in a large organisation.

  • Experience of working in a Tertiary Education Institute is desirable.
  • Demonstrable experience of working with large numbers of

stakeholders.

  • Demonstrable experience of working with large sets of complex data.
  • Experience of writing financial reports for senior management.
